Advisory Board
The Petroleum Quality Institute of America Advisory Board comprises leading professionals with prominence in a broad range of fields related to the lubricants business. The PQIA Advisory Board provides guidance, advice, recommendations to PQIA’s management to ensure a fair, equitable, rigorous, transparent and unbiased approach in the manner in which PQIA carries out its mission. In addition, the AB serves as an advocate of PQIA and its purpose and mission to lubricant industry stakeholders. PQIA Board Members Agree and Comply to the PQIA Code of Ethical Business Conduct (CODE).
Advisory Board Members

Reginald (“Reggie”) Dias, Director, Automotive Lubricants, Phillips 66
Reggie Dias, Director, Automotive Lubricants, has been with Phillips 66 for more than 25 years, having worked in the R&D and management of various product lines. Reggie is currently responsible for the management of Passenger Car Motor Oil and Automatic Transmission Fluid lines. He is also responsible for developing and maintaining liaison with the engine builders, OEMs and other automotive lubricants industry segments. Prior to Phillips 66 Lubricants, Reggie worked with a major additive manufacturer developing new technologies for heavy duty and automotive engine oils. He is a member of the American Chemical Society, Society of Automotive Engineers, ASTM and the Locomotive Maintenance Officers Association. He is also the Phillips 66 Lubricants company representative at the API Lubricants Group.
More recently, Reggie was instrumental with the development and launch of ConocoPhillips Lubricants featuring the exclusive Liquid Titanium® additive.

Harry Hazen, Manager, North America Marketing, Chevron Products Company
Harry is currently the North America Marketing Manager for Chevron Lubricants, responsible for all marketing activities in the U.S. and Canada. Harry has worked in the industry for 26 years, 19 of them with Chevron. He has been in his current position since 2014. Previous to this role, Harry served in a number of sales and marketing leadership positions such as Area Business Manager, Consumer Retail Channel Manager, Global Marine District Manager, Asia, and Global Industrial Sector Manager.
Harry graduated from the United States Military Academy at West Point in 1985, with a degree in Mechanical Engineering Management.

Paul D’Ambrosio, Manager, North America Sales, Infineum USA L.P.
Paul is currently the North America Sales Manager for Infineum USA LP, responsible for sales activities in the U.S. and Canada. Paul started his career as a chemical engineer with the PARAMINS Division of Exxon Chemical Company in 1987 and has over 30 years of combined industry experience with Exxon Chemical Company and Infineum USA LP. Paul has experience in operations, technology, product management and has held leadership positions in new business development, procurement and most recently sales.

Dave DiBerto, North American Sales Director, Afton Chemical
Dave joined Afton in 1994 as an Engineer in the company’s Technical Fuels Group. Throughout his career with the company, Dave has held various roles in Sales, Marketing, and Technical Service. Prior to joining Afton, Dave worked as a Sequence VE Test Engineer for Texaco Additives Company.
Dave earned a Bachelor of Science in Mechanical Engineering from Clarkson University in 1989.

David Arters, Global Technology Director, Driveline, The Lubrizol Corporation
Dave Arters is the Global Technology Director for the Driveline business unit at the Lubrizol Corporation. The Driveline business includes automatic and manual transmission, automotive gear oil, farm tractor and off-highway lubricant additives. Dave joined Lubrizol in 1995 and has served a number of positions prior to this one including regional business manager for Europe, Middle East and Africa and global technology manager for the Fuel, Refinery and Oilfield business. Prior to joining Lubrizol Dave worked in research and refining for oil companies Amoco and SOHIO.
Dave has a bachelor’s degree from the University of Cincinnati and master’s and PhD degrees from the Ohio State University, all in chemical engineering.

Richard Blakeley, Quality Engineer Fluids and Lubricants Group, General Motors
Richard has worked in the automotive industry for 36 years, with the past seven at General Motors. His current position deals with evaluating the quality of the fluids approved for license as dexos®, dexron® and other fluids used in GM vehicles. Previously he has held positions dealing with fuel cell development as well as gasket design and testing.
Richard has a bachelors from the University of Dayton and a masters from theUniversity of Colorado, both in chemical engineering.

Curt Knapp, Chief Operating Officer – Sales and Supply, Warren Distribution
Curt Knapp worked for Warren Distribution for several years in the mid-1990s and returned in early 2015 following his holding senior positions with Sunoco, Waste Management, Safety-Kleen and Clean Harbors. Curt has responsibility for all Warren Distribution sales, marketing and raw material procurement functions.

David W.H. Fenderson, STLE-CLS Vice-President Marketing, Brenntag Lubricants
David Fenderson is serving as Vice President of Marketing, Industrial Sales, and Product Development for GH Berlin-Windward since the merger of the two companies in 2011. Prior to that, David served in a similar capacity with Windward Petroleum. David held the position of marketer principal at Maine Lubrication Service from 1985 until 2004 in which he managed the sales organization and led his company through several expansions and acquisitions. In 2004 Maine Lubrication Service merged with Windward Petroleum.
David is a 1985 graduate of Hobart College and holds a BA in economics.

Celeste Mastin, Chief Executive Officer, PetroChoice Lubrication Solutions
Ms. Mastin is a seasoned CEO with over 25 years of leadership experience, most recently as CEO of Distribution International (DI), a leading distributor and fabricator of mechanical insulation products, and as CEO of MMI, a building products company. Before MMI, Celeste spent 17 years in the chemicals industry in various leadership roles, among them as VP of Ferro Corporation’s Color and Glass Performance Materials business, and VP of Bostik’s Nonwoven Adhesive division. She started her career at Shell Chemical Company. Celeste earned her Bachelor of Science in Chemical Engineering and a Minor in Mathematics from Washington State University (where in 2012 she was awarded the Distinguished Alumnus Award by the Gene and Linda Voiland School of Chemical Engineering and Bioengineering), and an MBA from the University of Houston. Celeste currently serves on the board of Granite Construction Co. (NYSE:GVA), and the advisory board for her school at Washington State University.

David Klinger, President, PPC Lubricants, Inc.
Dave Klinger is the President of PPC Lubricants, a 4th-generation, privately owned petroleum lubricants distributor. PPC markets and distributes lubricants, DEF, antifreeze and other functional fluids and services for automotive, heavy-duty commercial and industrial businesses. PPC has six facilities in the Mid-Atlantic region. Klinger is also currently the President of Drydene Performance Products which was formed in 2018 to re-launch the Drydene brand and products after a market hiatus.
Prior to his time at PPC and Drydene, Klinger started his career as a lubricant sales representative for Carlos R. Leffler, Inc. in 1986 and was promoted to Sales Manager in 1992 and became Vice President with Leffler in 1994. Leffler was acquired by Columbia Gas in 1997, and Klinger became Vice President at the newly formed Columbia Energy in 1997. He earned his bachelor’s degree in Business from Elizabethtown College in 1986 and received a Certificate in Sales and Marketing Leadership from Northwestern University’s Kellogg School of Management.
During Klinger’s career he has served on numerous industry advisory boards, including:

Celso Pierre, General Manager North America, Motul North America
Celso Pierre is the general manager for Motul USA, taking over the helm from Guillaume Pailleret in 2020. Mr. Pierre is an experienced and accomplished automotive and aerospace professional with diverse technical and business background. Prior to joining Motul in 2020, he was Chief Executive and GM, Americas, and Vice President of Engineering, at Goodridge Ltd. He holds an MBA in Business from Bradley University, Certification in Financial Analysis for Nonfinancial Managers from The University of Chicago – Booth School of Business, and a BSME in Engineering from The University Center of FEI in Brazil.
